Town mayors urged to sign MOU with NSO for SECPA issuance
Philippine Association of Civil Registrars (PACR) President Luchi Flores said at least 200 mayors in the country have already signed a Memorandum of Understanding (MOU) with the National Statistics Office (NSO) for the simplification of the issuance of the Security Papers (SECPA).
Flores, who is in the city for the 9th National Convention of the Philippine Association of Civil Registrars, said the MOU will simplify the system for the issuance of SECPA for live birth, marriage and death certificates. It has security code and is free from tampering.
Yesterday, a number of local chief executives also signed the MOU. The MOU will give the local government unit an opportunity to issue SECPA documents. Each local government will have to buy the Security Papers from the NSO. The NSO gets their SECPA papers from the Bangko Sentral ng Pilipinas. Some 1,300 participants joined in the convention.
Flores said the implementation of the issuance of SECPA will only take effect upon a passage of a resolution from the city or municipal councils allowing the chief executives to enter into such agreement with the NSO and PACR.
While, according to Lourdes Hufana, director for NSO's civil registration department, the issuance of SECPA documents will increase the credibility of the local government unit in issuing such document. The issuance of the SECPA in local government unit will also improve the system at lower cost.
