Martial law yarn a political gimmick, says Guiling

Acting Mayor Guillermo dela Llana believe rumors about the supposed declaration of martial law in the country is just a “political gimmick.” He said the opposition merely delve on the issue to gain media attention.

It was reported that no less than Justice Secretary Raul Gonzalez, Sr. drafted the its so-called mechanics. Gonzalez, however, denied the report saying what they are studying are the contingency measures to address the country’s pressing problems on oil crisis.
Dela Llana said there are two aspects that should be considered before declaring martial law, one whether it is just designed to abuse power in the government and to curb criminalities and proliferation of illegal drugs.

He said he is in favor of the imposition of martial law should the national security of the country is already threatened. However, this needs the confirmation of Congress and Senate.
Meanwhile, Dela Llana said he would not issue a permit to any group that will hold a rally against President Gloria Macapagal-Arroyo. He said he still believes in the President.

Under the Local Government Code, the local government officials particularly mayors have the primary authority to grant permit for rallies and demonstrations.

He said he would only issue a permit if the group will rally against the implementation of the Expanded Value Added Tax and not an anti-Arroyo administration protest.

De la Llana explained that he is not amenable of holding rallies on the streets. It will even cause danger to the protesters though maximum tolerance is observed. This will also affect the economy.
Instead, De la Llana recommended to the protesters to directly seek audience from person they are rallying. They have to talk directly to the concerned official. However, it is also the civil right of the people to air their grievances against the government.
