EMB simplifies requirements for ECC

The Environmental Management Bureau (EMB) has simplified the requirements in applying for Environmental Compliance Certificate (ECC) in order to help establishments comply with it.

This was revealed by EMB OIC regional director Bienvenido Lipayon in an interview with The News Today recently.

Lipayon said that applicants only need a barangay certification, zoning certificate from the municipality and must fill up the checklist from the EMB.

Lipayon said that the numerous requirements imposed on applicants usually hinder them from complying with the regulation.

Lipayon said that from January to December 2004, his office has issued 734 ECCs in the whole Region VI.

These include sand and gravel, buildings and telecommunications projects.

Lipayon said the issuance of ECC is mainly based on business capitalization and its significant impact to the public.

On the 44 establishments in Boracay Island recently issued with notices of violation for failure to acquire ECCs, Lipayon said that they are still being investigated.

He said the Provincial Environment and Natural Resources Office (Penro) of Aklan has not yet given them feedback about the said cases.
